Tie it first to pin 12(ground) to read the bottom half, then tie it to pin 24 (+5) to read the upper half. If you can only read it as a 2516, you could probably stick it in a stack of two sockets with pin 18 of the upper socket bent out. It'd still give you a pretty good indication of whether the chip is good or not, though. The PD/PGM is held low to read a 2516, so you'd just be reading the first half of a 2532 (or 9332B masked rom) if you put one in there and told it to read as a 2516. This is the highest address line on the 2532 and the Power Down/Program pin in the 2516. The only difference in pinout between the two is pin 18. I would think if you're reading them as a 2516 that you would be verifying only the lower half of the rom the 2516 is only 16 kibibits vs. I don't understand why you're having a problem reading them as a 2532. The typical failure I've seen with these are black and corroded legs that break off easily or that don't make good contact with the sockets.
